Vol. 318 No. 8

Ceisteanna—Questions. Oral Answers. - State Pensioners.

8.

asked the Minister for the Public Service the fraction of full salary payable to state pensioners in each of the member states of the European Community.

In so far as the question relates to Irish civil service pension terms, the position is that established officers, other than females appointed before 13 April 1954 who did not avail of the provisions of the Superannuation Act, 1954, qualify, on retirement after at least five years' reckonable service, for a pension and lump sum. The pension is one-eightieth of pensionable salary for each year of reckonable service, subject to a maximum of one-half of pensionable salary; the lump sum amounts to three times the pension. Where an officer had not been promoted during his last three years of service the pensionable salary in question would be the actual rate of salary payable at retirement; in other cases, pensionable salary would be a weighted annual average of the rates of salary payable in respect of the posts held during the three year period.

The pensions and lump sums of nonestablished civil servants are calculated on a similar basis except that in computing the pension the pensionable salary is deemed to be the amount by which salary exceeds twice the annual equivalent of the maximum personal weekly rate of Social Welfare Old Age (Contributory) Pension payable on the last day of reckonable service to a single man without dependants. The female officers referred to above qualify for a pension of one-sixtieth of pensionable salary for each year of reckonable service, subject to a maximum of two-thirds of retiring salary; no lump sum is payable in such cases.

The terms applicable to other Irish public servants are similar, in general, to those of civil servants.

As regards the other member states of the European Community, I am sorry I have not got the information sought and, in any event, I would point out that I have no function in relation to the pension terms of state pensioners in other member states of the European Community.

Could the Minister get the information and let me have it?

I will try to get the information for the Deputy.
