asked the Minister for the Environment if he is aware that Waterford Corporation received approval on 7 June 1978 from An Chomhairle Leabharlanna to raise a loan of £25,000 subject to his Department's sanction for the borrowing of £25,000 from the Commissioners of Public Works, that his sanction was sought in July, 1978 but that up to 20 February 1981 his Department had not given sanction; the reason for the delay in giving a decision; if he will now sanction the raising of the loan; and if he will make a statement on the matter.

Loan approvals for library projects in respect of 1981 will be communicated to the local authorities concerned very shortly. In the meantime, I would point out that Waterford Corporation received sanction in 1979 and 1980 to loans from the Local Loans Fund totalling £217,000 for work on libraries at Lady Lane and Lisduggan.
