asked the Minister for the Environment if he is aware that most local authorities throughout the country are experiencing severe cash flow problems; and the arrangements and powers a local authority can make and have in order to obtain alternative cash resources during the financial year from independent financial sources.

I am not aware that most local authorities have severe cash flow problems. Since assuming office the Government have provided for an injection of almost £73 million to local authorities which will serve to ease cash problems that might otherwise have arisen and to enable services and employment to be maintained and improved. Local authorities have power to borrow from Government sources and from financial institutions to meet long-term and short-term cash requirements. These borrowings are subject to my sanction.

asked the Minister for the Environment if he will give the following information for the 12 months of 1981 for each local authority (a) the total allocation for current account purposes based on the 1981 Estimates; (b) the amount paid for current account purposes in 1981; and (c) the number of interim payments with the date of receipt and amount of each payment.

asked the Minister for the Environment if he will give the following information for the 12 months of 1981 for each local authority (a) the total allocation for capital account purposes based on the 1981 Estimates; (b) the amount paid for capital account purposes in 1981; and (c) the number of interim payments with the date of receipt and amount of each payment.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 169 and 170 together.

Allocations to local authorities are made in respect of capital for (i) local authority housing, (ii) house purchase, low-rise mortgage and reconstruction loans and supplementary grants and (iii) water and sewerage schemes. Allocations are also made in respect of grants for (i) road works, (ii) environmental works and (iii) the local improvements scheme. The 1981 allocations to local authorities for these services are set out in the form of a tabular statement which I propose, with the permission of the Ceann Comhairle, to have circulated with the Official Report. Advance allocations to local authorities are not made by my Department for any other service.

While I am always anxious to facilitate Deputies in so far as I possibly can, the compilation of the information requested in parts (b) and (c) of the Deputy's questions would involve very considerable work. It would entail the examination of every payment made in 1981 to over 100 local authorities for a large number of items including housing subsidy, water supply and sewerage subsidies, public water supply grants, environmental works grants, local improvements scheme grants, road works grants, malicious injuries recoupment, the grant in relief of rates, grants for the rehabilitation of travelling people, pollution control, grants for unfinished estates, fire services subsidy, recoupment of expenses in respect of the register of electors and the licensing and registration of motor vehicles, etc. This could only be done by the redeployment for a significant period of time of staff from urgent work elsewhere in the Department which I feel could not be justified.
