asked the Minister for the Environment if he is aware of the unauthorised and unattractive deployment of caravans, motor vehicles, scrap iron and so on at Ballymun Cross, Dublin; and if he will have the area restored to normality.

I know of the position generally. I must point out that it is a matter for the local authority, in this case Dublin County Council, to decide on the action that may be necessary and appropriate to control unauthorised camping in its administrative area.

I understand from Dublin County Council that the area in question is included in an order made by the council, under the Local Government (Sanitary Services) Act, 1948, prohibiting the erection or retention of temporary dwellings and that legal proceedings under the order are being taken against the unauthorised camping in the area.

It is also a matter for the council to see what action might be taken under the Road Traffic Acts with regard to abandoned vehicles or parts of abandoned vehicles on public roads.

The local authorities' powers in regard to litter and nuisance under the Sanitary Services Code and under the Local Government (Planning and Development) Act, 1963 are also relevant. The Litter Bill which is at present before the Dáil will considerably strengthen the powers of local authorities in dealing with litter situations, abandoned vehicles and related problems.

I understand that a programme for settlement of travelling people in the County Dublin area generally will be considered by the council at a special meeting today.
