A grant cannot be allowed in this case because, contrary to a qualifying condition of the scheme, the work had commenced before an inspection of the house was carried out. The applicant was so informed on 9 December 1981. Any inspections carried out under previous grants schemes and prior to the introduction of the present scheme cannot satisfy this condition.
