asked the Minister for Social Welfare whether he will pay an invalidity pension at a reduced rate to a person (details supplied) in Dublin 5 in order that she will qualify for free travel.

Invalidity pension is payable in place of disability benefit to insured persons who satisfy the contribution conditions and who are permanently incapable of work.

The person concerned has not been insured under the Social Welfare Acts and she has not therefore been qualified to receive disability benefit. Because she has not been an insured person it is regretted that she cannot qualify for invalidity benefit under the Social Welfare Acts.
