asked the Minister for Social Welfare if he will give details of the contribution record of a person (details supplied) in Dublin 9 who wishes to establish her eligibility for benefit in the future.

asked the Minister for Social Welfare if he will as a matter of urgency increase unemployment assistance to a person (details supplied) in County Wexford as his circumstances warrant the full amount.

The person concerned recently applied for a review of his means on the grounds that he changed his address and no longer enjoyed board and lodging in his parents' home. His case has been referred to a social welfare officer for investigation and in the light of his report the person's means will be reviewed and the rate of unemployment assistance payable to him will be determined accordingly. In the meantime payment of unemployment assistance at £13.45 weekly being the maximum rate payable to him £26.25 less £12.80 means is continuing.

asked the Minister for Social Welfare when unemployment assistance will be paid to a person (details supplied) in County Kilkenny.

The person concerned claimed unemployment assistance during intermittent periods between 13 October 1982 and 14 April 1983. He was originally assessed with means at £35.00 weekly but following an appeal his means were reduced to nil. He was entitled to unemployment assistance at £25.45 weekly and all arrears of unemployment assistance from 13 October 1982 to 9 April 1983 were paid to him on 12 April 1983. He is still due two days of unemployment assistance in respect of 11 and 12 April 1983 and the amount due will be paid to him when he gets in touch with his local office in Kilkenny.

asked the Minister for Social Welfare the average amount of time to process an unemployment assistance claim in (a) May 1982 and (b) May 1983.

To qualify for unemployment assistance an applicant must be the holder of a qualification certificate which is a statement of his means. For the purposes of the question sample surveys were made in a number of employment exchanges and it was found that the average length of time taken to process an application for unemployment assistance where the applicant was not already the holder of a qualification certificate was the same in both May 1983 and May 1982, viz. six to seven weeks. This is the period involved from the time an application is received in a local office, means are investigated by an outdoor officer of the Department, a decision is given on the assessment of means and first payment is made. In order to prevent hardship in cases of need applicants are advised that they may apply for supplementary welfare allowance pending a decision on their unemployment assistance entitlements.

Where an applicant for unemployment assistance is already the holder of a qualification certificate there is no delay in receiving payment.
