(a) The scales payable with effect from 1 March, 1979, to ranks up to and including Chief Superintendent rank arose from a special increase recommended by the Garda Síochána Committee of Inquiry which reported in April, 1979. The scales included the second phase of the 1978 National Agreement (2 per cent) which took effect from 1 March, 1979.

(b) The scales payable to these ranks with effect from 1 April, 1981 arose from a special increase granted following Conciliation and Arbitration proceedings.

(c) The scales payable to the Commissioner ranks and the Surgeon with effect from 26 June, 1979 and 26 June, 1980 arose from special increases recommended by the Review Body on Higher Remuneration in the Public Service.

The main allowances are rent, which is payable to ranks up to Chief Superintendent, and allowances for what are called unsocial hours i.e. duty performed on Saturday, Sunday, Public Holidays and at night. In addition ranks up to and including Inspector rank are entitled to compensation for overtime worked. Overtime is paid at the rate of time and one-half. The unsocial hours allowances with the exception of Saturday allowance are based on pay and are payable to ranks up to and including Inspector rank. They are as follows:

(i) Double basic rate for Sunday duty.

(ii) Double basic rate for duty on a Public Holiday which is a rostered working day.

(iii) Double basic rate plus a free day for duty on a Public Holiday which is a rostered rest day.

(iv) £3 special payment for duty on a Saturday which is a rostered working day.

(v) £3 plus the appropriate overtime compensation for duty on a Saturday which is a rostered rest day.

(vi) Time-and-one-quarter for night-duty.

The allowances payable from 1 March, 1979, arose from a recommendation of the Garda Síochána Committee of Inquiry.

In addition other allowances are paid in respect of special duties or in recoupment of expenses. However details are not readily available and could only be provided by the expenditure of a disproportionate amount of time and effort. However I would refer the Deputy to the State Directory which is published annually and which is available in the Library. This contains some further details of allowances payable.
