asked the Minister for Justice if he has any proposals to allow Irish restaurants to serve spirits; and if he will make a statement on the matter.

Limerick East): Proposals have been made by the Irish Restaurant Owners Association for the establishment of a system of special licences to enable certain restaurants to sell a wider range of alcoholic drinks with meals. These proposals are under consideration, as well as other proposed amendments of the licensing code aimed principally at counteracting drink abuses, notably under-age and late-night drinking. All these proposals are being considered but it is not possible for me to say at present what recommendations I may make to the Government in regard to liquor licences for restaurants.
