The filling of this post has been affected by the current restrictions on staff recruitment in the public service. Difficulties have also arisen with the staff association concerned about the method of selection for the post. I am at present having a survey carried out which will, inter alia, cover the functions and responsibilities of the post in the light of changes in the tasks assigned to the National Manpower Service since the position was previously examined around the middle of 1982. I hope to have the report of the current survey very shortly and to be in a position to pursue the filling of the post.
