asked the Minister for Foreign Affairs the names of all people appointed by the Government to State and semi-State Boards and to other agencies and organisations under his aegis since 1 January 1983; their ordinary occupation; and the remuneration which they will receive from their appointments.

No appointment has been made by the Government to State or semi-State boards or to other agencies or organisations under my aegis since 1 January 1983. However, a number of such appointments have been made by me in my capacity as Minister for Foreign Affairs. The following are the details of these appointments:

There are four bodies to which appointments or nominations are made by the Minister for Foreign Affairs:

Advisory Committee for Cultural Relations;

Advisory Council on Development Co-operation;

Council of the Agency for Personal Service Overseas and;

Council of GORTA.

Since 1 January 1983, appointments have been made to the Cultural Relations Committee and the Advisory Council on Development Co-operation and people have been nominated to the Council of APSO. The names and occupations of all these people are attached. There were no appointments to the Council of GORTA in the period in question. No remuneration except for expenses is paid to members of any of the four bodies.

Advisory Committee on Cultural Relations

This consists of 16 members appointed by the Minister for Foreign Affairs. The members are chosen for their expert knowledge of the different artistic fields. 15 committee members were appointed in February 1983 for a two year term as follows:

Limited (Art Collector); Mr. Gerald Barry, Composer, University Lecturer; Ms. Helen Hickey, Museum Curator; Ms. Jennifer Johnston, Writer; Mr. Benedict Kiely, Writer; Ms. Mary Lavin, Writer; Professor Seán Lucy, Professor of Modern English, University College Cork; Mr. Ciarán Mac Mathúna, Broadcaster, RTE; Mr. Donn McMullin, Theatre Administrator; Mr. Adrian Munnelly, Director, The Arts Council; Mr. Patrick Murphy, Managing Director, Irish Malt Products Limited (Chairman of Rosc); Mr. Thomas Ó Canainn, University Lecturer; Mr. Tony Ó Dalaigh, Civil Servant (Former Theatre Administrator); Ms. Betty Searson, Arts Administrator, Royal Dublin Society; Mr. Richard Wood, Businessman (Art Collector).

Mr. Adrian Munnelly, Director of the Arts Council, was appointed in September 1983 in succession to Mr. Colm Ó Briain who resigned from the CRC when he ceased to be Director of the Arts Council. Mrs. Betty Searson was also appointed in September 1983 to bring the number up to 16.

Advisory Council on Development Co-operation

The ACDC was established in 1980 with 30 members for an initial three years term of office. In February of this year, the Council was reappointed for a further three year term with a reduced size of 20 members. 19 of the 20 members were appointed in February leaving one vacancy. Since then three members (Professor Dawson, M. Doyle, Fr. O'Reilly) have resigned and two further members (Fr. Dundon, Ms. O'Donovan) have been appointed. The members of the Advisory Council are selected to represent the various semi-State, private and voluntary organisations involved in overseas development. They are as follows:—

Ian McDowell, National Secretary, Christian Aid; Mr. Brian McKeown, Director, Trócaire; Mr. John Mitchell, General Secretary IUDWC; Mr. Paud Murphy, General Secretary, HEDCO; Mr. Colm O'Nuallain, Director IPA; Fr. Brendan O'Reilly, Former Executive Secretary, Irish Missionary Union; Mr. Malachy Prunty, Director, Irish Foundation for Co-operative Development; Dr. David Ryder, Medical Doctor; Mr. Ron Smiley, Chief Executive, GORTA; Mr. Richard Sweetman, Personnel Manager, A. Guinness & Co.; Dr. Tom Walsh, Retired Public Servant; Fr. Patrick Dundon, Executive Secretary, Irish Missionary Union; Ms. Nuala O'Donovan, International Officer, National Youth Council of Ireland.

*Has resigned from the Council and has not been replaced.

Agency for Personal Service Overseas The members of the APSO Council are nominated by the Minister for Foreign Affairs and appointed by the Council. The Council consists of not less than 25 and not more than 30 members of which six retire each year in rotation. Eight new members were nominated in 1983 to replace those retiring in 1982 and 1983. The members of the APSO Council are selected to represent the various organisations involved in sending Irish personnel to developing countries as well as individuals who have experience of working in the Third World.

Ernest Gallagher, Principal, Edgehill College, Belfast; Mr. Bill Harty, Senior Agricultural Adviser, Bank of Ireland; Mr. Michael Lynch, Bank Manager; Ms. Sheila Lynch, Administrator, Irish Council for Overseas Students.

Council of Gorta

The members of the Council of GORTA are appointed by the Minister for Foreign Affairs who is President of GORTA. At present, the council consists of 35 members (there is no upper limit) of whom 26 are the chairmen of the GORTA county committees and are appointed ex-offico. The remaining members are individual appointments of people who have an interest in Third World Development. No members of the council were appointed during 1983.
