asked the Minister for the Environment if he will introduce the necessary legislation to ensure that pedestrians using public roads will wear proper standard armbands.

The problem of making pedestrians more visible while walking on the roads at night is one which I consider is best dealt with through persuasion rather than legislation. Promotion of the wearing of reflectorised armbands by pedestrians (and pedal cyclists) is undertaken by the National Road Safety Association. Their campaign is an on-going one and has the co-operation and support of local authorities and other bodies, including manufacturers who supply armbands to minimum specifications laid down by the association and retail outlets who stock them.

In any event, there would be serious practical difficulties in enforcing a statutory requirement of this nature.
