I am not aware of any such statement. My Department issued guidelines to local authorities by circular letter dated 21 July 1983 on the operation of waiver schemes and requested them to deal sympathetically with applications for waiver. I am satisfied that Kildare County Council are dealing with applications on their merits in accordance with the terms of their scheme.
