asked the Minister for Education to outline in detail the grants available to Irish students to pursue their studies elsewhere in Europe; the type of grants available; the number allocated in 1984; the total cost of same; the total contribution made by the EEC authorities; the purpose of these grants; the locations of the institutions where Irish students are based or will be based; the type of degrees, diplomas and certificates available to Irish students as a result of these studies; the overall benefits of these studies to Ireland; and if she will make a statement on the matter.

The statement attached gives information in relation to scholarship and grant schemes for Irish students for study abroad in the administration of which my Department is involved. I may add that other Departments and institutions administer certain scholarships for studies within the field of competence of that Department or institution e.g. the Department of Health offer scholarships in medicine, the Department of Agriculture in agriculture and the Department of Energy in the area of energy.

Other scholarships to European countries for which Irish students are eligible.

The Governments of Austria, France, Germany, Greece, Italy, Norway, Sweden, Switzerland and Turkey offer a number of scholarships to post-graduate students of member states of the Council of Europe under a scheme called the Council of Europe Higher Education Scholarships Scheme.

EEC Grants.

The only EEC grants available for the benefit of Irish students are those awarded to Higher Education Institutions for the development of "Joint Programmes of Studies". These grants are intended to foster co-operation between institutions of higher education from different member states, with a view to the joint development of courses of study or parts of such courses.

Normally the maximum grants available are as follows: (a) Joint Programme of Study "Preparatory Visit Grant", 1,500 ECU; (b) Joint Programme of Study "Development Grant", 4,000 ECU; (c) Renewal of a "Joint Programme of Study", Development Grant, 10,000 ECU. 1 ECU=Irl£.728956.

In all cases, the grant is paid to one institution only which is then responsible for its administration, including the sharing of the grant with the other institution(s) concerned, as appropriate.

A list of the grants awarded by the Commission of the European Communities to the development of Joint Programmes of Study between Irish Institutions of Higher Education and EEC member states follows:

European University Institute. Appendix A.

1. Number of grants.

Two scholarships are made available annually by the Department of Education to enable Irish students to pursue post doctoral studies at the Institute.

The provision in the 1984 Estimates for the European University Institute Florence is £40,000 of which £15,000 is reserved for student support.

This provides for: two first year scholarships for the academic year 1983-84; two first-year scholarships for the academic year 1984-85; one second-year scholarship for the academic year 1983-84; two second-year scholarships for the academic year 1984-85. Third-year students are now supported from the Institute's budget.

The value of the individual scholarship allowances for the academic year 1983-84 is 575,000 Lire per month (£3,600 approx, per annum) together with the cost of one return journey to Florence per annum. The rate of allowance for the academic year 1984-85 is under review.

Contribution of the EEC Authorities.

The European University Institute, Florence is funded by direct contributions of the member states. In addition, the Commission of the European Communities made a contribution of 1,200,000 EUA towards the research activities of the Institute. The Irish Contribution in 1984 is 49,454,170 Lire (£26,300 approx.).

Purpose of grants.

The purpose of the grants is to enable Irish honours graduates to attend the Institute, and to produce a doctoral thesis through participation in the research projects.

Diplomas, Degrees awarded.

The Institute awards a doctorate degree and as from the academic year 1984-85 a Master's of Legal Studies in Comparative, European and International Law (LLM) is being introduced.

Overall benefits.

This Institute enables Irish students to participate with other European students in research work carried out at the highest level in Law, Economics, Politics, History and Civilisation and prepares them to return to academic life in Ireland or to engage in further research work in industry or in the Public Sector.

Seminars and colloquia at each institution, joint block seminars and colloquia at each institution, involving staff and students from both, and an exchange of teaching staff. The course would be obligatory at Essen (Magister) and an optional unit in the Dublin M.A. course (grants in 80-1, 81-2, 82-3).

The programme aims at exchanging students for periods of up to three months for practical and/or curriculum-based studies in specific areas of social work/youth and community work specialisations, such as welfare rights, social administration and other project topics. With the help of EC support in 80-1, 82-3, eight students have so far visited Belfast for three months' supervised fieldwork and theoretical study, agreement reached on mutual fee-waiving and academic recognition. Further grant is intended for full integration of Irish partner, further programme development and, in particular, student support.

This project started on a bilateral basis (UK-NL) and was later progressively extended to Dortmund and Dublin. A comparative curriculum for advanced in-service courses in the four participating countries has been prepared, with stress on the integration of pupils with special educational needs within main-stream education. Awarded three grants in 80-1, 81-2, 82-3. Further grant awarded for preparatory meetings to organise a seminar to be held in Chester in July 84 on integration, and a symposium in Dublin in December 83 on "Teacher preparation for Integration". Dissemination of JSP activities in the Association for Teacher Education in Europe are actively planned.

Continuation of the joint planning of a postgraduate course in genetic manipulation as a tool in the development of microbial biotechnology, combined with staff exchanges for the teaching of parts of the course. Detailed course structure has been produced, consisting of units suitable in some cases also for use on undergraduate courses. Each institution reserves annually five places for students from each of the two partner establishments for a minimum of three months. The student exchange became partially operational 82-3. This further EC grant would allow some Danish staff members to teach in Edinburgh, to prepare students for their period abroad.

Joint preparation of courses on proton transfer and acid-based catalysis for advanced first degree and research doctorate students in Padova and PhD candidates in Dublin to last around three months and to be integrated into the curricula at both institutions. Awarded a grant last year. 83-4 award for operationalisation of the programme ("bureaucratic" problems) in both Padova and Dublin, producing a supplement to the already prepared course, and to improve and co-ordinate the lecture notes prepared in order that the entire course may be provided by one staff member. Completion of this last phase will allow the courses offered in both institutes to be officially presented for mutual recognition at the two universities.

Stage I would involve lectures and fieldwork for the students, and Stage II workshops for 3rd and 4th year students. An exhibition and a seminar would conclude the joint programme, which would have a three-year duration.

Large areas in the centre of many major European port towns are now desolate and empty. The proposed collaboration would study possible solutions designed to recover some large obsolete industrial and port areas in coastal towns. The two schools would co-ordinate their courses of urban planning in these topics, each course in its context (Venice: Arsenale, docks; Dublin: Liffey embankments and estuary) exchanging staff members throughout the academic year and teaching materials. It is also foreseen that the project might be extended to other harbours (e.g. London, Hamburg, Rotterdam, Antwerp). During 83-4, at least eight staff visits will be organized. The programme is inserted into a 5-year inter-institutional agreement.
