asked the Minister for the Environment if he will arrange to refund the money paid for planning permission by the authorities of St. McCartan's College, Monaghan, in view of the change in regulations.

By regulations dated 3 January 1984, I exempted voluntary organisations from the payment of planning application fees in respect of community type development (including schools) not intended mainly for profit or gain. This exemption does not apply to applications made prior to that date and it is understood from Monaghan County Council that the application in this case was made on 8 August 1983. The regulations do not make any provision for the refund of fees in such cases and I regret that I am not in a position to provide for such refunds.
