The income limits for the purposes of the means test in the higher education grants scheme are being examined in connection with the preparation of the specimen scheme to be issued to local authorities for the 1984-85 academic session. I am not in a position to make a statement in the matter pending the issue of the relevant circular letter to the local authorities.
