, Limerick East): My proposals in relation to civil liability for damage caused by animals were considered recently by the Government. These proposals take into account the problem of wandering horses. I am now arranging to have discussions on these proposals with the farming organisations with a view to submitting draft legislation to the Government in due course.
I am also in consultation with the Minister for the Environment who is continuing his examination of proposals for strengthening the powers of local authorities to deal with this problem.
