As the applicant in this case obtained his loan from the Housing Finance Agency the first instalment of the subsidy, in respect of the twelve months ended December 1983 was paid directly to the agency on 30 January 1984. A claim form in respect of the second instalment of the subsidy which is not due until December 1984 was issued to the applicant at that time.
