asked the Minister for the Environment if he is aware of the frustration and the danger caused to all disabled persons including the blind where construction or improvement works are carried out on pathways or roadways; and if he will introduce immediately regulations whereby a provision will be made for the safety and rights of all such persons.

I am so aware.

Unfortunately, the carrying out of improvements to existing roads and footpaths inevitably results in some degree of inconvenience to both vehicular and pedestrian traffic. At the same time, I appreciate that the problems caused are more acute in the case of disabled persons, including the blind.

Road authorities, who have statutory responsibility for the execution of road works, are aware of the need to carry out these works with due regard for the safety of road users, including pedestrians, and of the importance of completing works as expeditiously as possible so as to minimise the period during which road users are inconvenienced.

I propose to remind road authorities of their responsibilities in this matter when the road grants for 1985 are being allocated and to request them to bring the particular needs of disabled persons to the attention of statutory undertakers involved in road works in their area.
