asked the Minister for the Environment if he is aware that a home improvement grant which incorporates a disabled person's grant cannot be paid to a person (details supplied) in County Kildare, due to lack of funds; and if he will arrange to have this situation remedied.

I am not so aware. The operation of the disabled persons' grants scheme is the responsibility of the local authorities. I understand that the person named applied to his local authority for a disabled person's grant in November 1983 but indicated that he was not disabled. The application was accordingly refused by the local authority and the applicant was so informed in March 1984.

There is no application in this case under my Department's house improvement grants scheme. I am aware that the question of granting assistance in this case under the scheme of special housing aid for the elderly was considered by the Eastern Health Board but the board did not make a final decision on the matter. I am, however, arranging to have this aspect further considered in relation to the coming year.
