It is difficult, for obvious reasons, to form a definite estimate of the level of uninsured driving. Certain insurance industry sources recently estimated the level of evasion of compulsory motor insurance at between 15 per cent and 20 per cent of all drivers but I am not in a position to confirm that estimate.
