asked the Minister for Education if an unsuccessful applicant (details supplied) in Dublin 5 for a third-level grant in 1984 can now have her case reconsidered in the light of changed circumstances.

The higher education grants scheme, including the means test tables, applicable to the student in question is the scheme for 1984, that is, the scheme of the year in which she qualified academically for a grant by virtue of successes in the leaving certificate examination. Accordingly, the means test tables applicable to her are those in the scheme for 1984. Under these tables the income limit in order to qualify for a grant, with three dependent children in the family, is £10,400. As the reckonable income in this particular case exceeds that figure, the student does not qualify for a grant. The revised means test tables in the scheme for 1985 apply only to candidates who qualified academically for grants by virtue of successes in the leaving certificate examination, 1985. These 1985 tables do not apply retrospectively.
