While I am disappointed with the response of the private sector to the exchange scheme it would not be appropriate for me to speculate as to the reasons at this time. Efforts are continuing to improve the participation of the private sector and in this regard I would direct the Deputy to paragraphs 4.16 — 4.19 of the White Paper, Serving the Country Better.
