asked the Minister for the Environment if landlords who own large numbers of houses, such as Folio Homes Ltd., who are obliged to carry out improvements to their sub-standard properties to qualify for a rent increase in 1988 under the Private Rented Dwellings Act, can be doubly subsidised by the taxpayer by obtaining the new home improvements grants to carry out those improvements.

Subject to compliance with the relevant grant conditions, a landlord may qualify for an improvement grant for eligible works to a house he has let. The question of a double subsidy to the landlord by the taxpayer does not arise.
