asked the Minister for Health the reduction in real terms in the allocation of each health board in 1985 over 1982.

Notes:

1. In the absence of a standard health services price index, the percentage changes in the allocations have been expressed in real terms by using the increase in the annual average consumer price index between 1982 and 1985. (The annual average for 1985 is estimated).

2. The percentages are based on provisional final allocations for 1985.

3. The difference in percentage changes as between health boards can be explained by a variety of factors including

—differences in pay-non-pay relationships;

—differences in numbers eligible for cash allowances;

—the relative extent to which health boards avail themselves of facilities in extern voluntary hospitals etc. (the percentages quoted in the table are derived from the allocations for direct expenditure (including provision for the expenditure of the General Medical Services (Payments) (Board);

—extra funds provided to cover extra revenue expenditure involved in bringing new units of accommodation into operation.

4. The allocations to health boards (from which the percentages quoted in the table are derived) are expressed in net terms taking account of income accuring to the boards such as patient receipts etc. Such income increases from year to year and, when taken into account, improves progressively the spending levels of the boards.
