Written Answers. - Social Welfare Benefits.

(Limerick West) asked the Minister for Social Welfare when a decision will be made in respect of a person (details supplied) in County Limerick who made an application for unemployment benefit on 26 November 1985.

Entitlement to unemployment benefit is subject to the condition that a person must have at least 26 contributions paid or credited at the appropriate rate in the governing contribution year.

The entitlement of the person concerned to unemployment benefit on her claims of 29 October 1985 and 20 December 1985 is governed by her contribution record during the contribution period 6 April 1983 to 5 April 1984. Inquiries are being made to establish whether her employment during this period was appropriate to a contribution class which provides cover against unemployment.

These inquiries which are continuing will be completed as soon as possible and her entitlement to unemployment benefit will be considered in the light of the outcome.

asked the Minister for Social Welfare the reason the family income supplement was not paid to a person (details supplied) in County Cork who is only in receipt of £69 per week from CIE as a school bus driver.

The application of the person concerned was disallowed on the grounds that he was not engaged in remunerative full time employment as an employee. From the information furnished, the person concerned is not normally employed for 30 hours a week as required by the regulations.

asked the Minister for Social Welfare the reason unemployment assistance has not been paid to a person (details supplied) in County Kilkenny where the application was made over 12 months ago.

The unemployment assistance claim of the person concerned was disallowed on the grounds that by failing to furnish details of his means he failed to show that his means did not exceed the statutory limit. He was informed of the disallowance and of his right to appeal against it. If he wishes to appeal he should complete a form, obtainable at his local office, for this purpose.

asked the Minister for Social Welfare the date on which an appeal was made for increased social welfare assistance by a person (details supplied) in County Galway; the date on which the social welfare officer investigated his means; and the outcome of the investigation.

Following reinvestigation of the unemployment assistance claim of the person concerned, he was assessed with means of £35.95 weekly effective from 26 June 1985. His means are derived from the profit from his holding.

He appealed against the means assessment on 10 August 1985 and the case was returned to the social welfare officer for further inquiries. On consideration of the case the social welfare officer decided that the original assessment, completed on 29 May 1985, should stand.

The case was then submitted to an appeals officer for determination of his means. The appeals officer also assessed his means at £35.95 weekly. The person concerned is accordingly entitled to unemployment assistance at £31.10 weekly, being the appropriate maximum weekly rate, in his case of £67.05, less means of £35.95.

It is proposed to take Questions Nos. 306 and 307 together as they refer to a married couple.

The husband of the couple concerned was awarded an old age pension at the weekly rate of £30.10 which includes an adult dependant allowance of £10.10 for the period 8 November 1985 to 28 November 1985. His wife was awarded a pension in her own right from 29 November 1985 and they are each entitled to a pension of £20 a week from that date. These are the rates to which they are each entitled having regard to the assessment of their means each consisting of half the weekly value of capital.
