asked the Minister for Social Welfare the number of proposed schemes or changes in the social welfare system which have been delayed as a result of inadequate staff numbers in his Department; if it is intended to recruit additional staff; and if he will make a statement on the matter.

No new schemes have been delayed as a result of inadequate staff numbers in the Department. The overall implementation of equal treatment in social welfare schemes has been affected by staffing constraints. The initial phase of implementation, which involves equalisation of rates of payment and duration of payment in the case of unemployment benefit, does not require additional staff and negotiations are at present taking place with the main staffing union involved in this matter.

The staffing cadres of the Department are kept under constant review and Government sanction is at present being sought for additional staff which will be necessary for implementing the final phase of equal treatment.
