Vol. 364 No. 2

Written Answers. - Accident Black Spots.

39.

asked the Minister for the Environment if he will instruct Dublin County Council and the other county councils throughout the country to urgently examine the signposting of accident black spots and potentially dangerous areas particularly where new dual carriageways join with narrower roads, with particular reference to the dual carriageway at St. Edmonsbury, Lucan, County Dublin.

In conjunction with the making of road grant allocations for 1986, local authorities generally have been requested to pay particular attention to the need to monitor and deal with accident black spots.

One of the main aims of the 1985 road plan is the improvement of road safety. The programme of major improvement projects listed in the plan took into account the findings of An Foras Forbartha black spots and area wide safety studies. Some £500 million has been allocated for road development in the period 1985-87 and the accelerated programme permitted by this level of funding will remove a large proportion of black spots, particularly on major routes.

It is for the individual road authority to identify high accident locations, having regard, among other things, to accident information supplied by An Foras Forbartha. The implementation of remedial measures at such locations or at locations where potential road hazards may exist, including the provision of appropriate traffic signs and markings, is also a matter for the road authority.

Regarding the dual carriageway at St. Edmonsbury, Lucan, County Dublin, I understand that Dublin County Council have provided warnings to drivers by means of traffic signs and markings of the transition from the present dual carriageway to the single carriageway. I have asked my Department to take up with the council the adequacy of these signs in view of the Deputy's question and other representations.
