Written Answers. - Drivers' Certificate of Fitness.

asked the Minister for the Environment if he will arrange to devolve the issuing of certificates of fitness to drivers over 70 years of age to Dublin Corporation so that people in such categories are not compelled to travel to a number of different offices in the city before they can receive a driving licence.

The Road Traffic Acts and regulations made thereunder provide for the issue of certificates of fitness by my Department. Such certificates are issued at the Department's offices in O'Connell Bridge House, Dublin 2. It is not necessary, however, for an applicant for a certificate of fitness to present himself in person, since the application may be made by post. Once the certificate has been issued, it can be presented at, or forwarded by post to, the applicant's local motor tax office with his application for a licence.

Last year, the Government announced that the possibility of devolving to local authorities the function of issuing certificates of fitness would be examined. This aspect is receiving full consideration in the context of a Road Traffic Bill which I hope to bring before the Dáil in the latter half of 1986.
