asked the Minister for Finance if he will give the names of all State and semi-State bodies where an embargo on recruitment applies; the length of time the embargo has been in operation; when job opportunities will again be available in such areas of public service affected by the ban; and if he will make a statement on the matter.

An embargo on recruitment to the public service has been in operation since July 1981. The White Paper "Serving the Country Better" announced the replacement of the strict embargo on the filling of two vacancies in every three in the Civil Service by a more flexible system under which the Government will decide appropriate staffing levels for each Department in the light of its particular circumstances. The White Paper also indicated that equivalent measures would be implemented by the Departments directly responsible for local authorities, health boards and non-commercial State-sponsored bodies within the Government's overall policy.

Information on the availability of job opportunities in State and semi-State bodies, within the framework of the embargo, is a matter for the bodies concerned.
