As in the case of accounts of Government Departments, the accounts for health boards do not at present provide for carrying forward credit or debit balances in relation to approved allocation levels. However, it has been necessary in recent years to make arrangements for the financing of additional unapproved expenditures. This will involve the retention of sums amounting, in aggregate, to the accumulated unapproved overruns as at 31 December 1985 from the approved allocations for a number of years commencing with 1986.
