asked the Minister for the Environment when he will approve proposals submitted to him by Kerry County Council to improve the public road from The Park Road, Killarney through Ballyspillane to Spa Cross; and if he will make a statement on the matter, giving the total estimated cost of the proposed scheme.

There are no proposals currently before my Department in relation to this road and, accordingly, the question of my approval does not arise at this stage.

As the road in question is a county road, primary responsibility for the planning and execution of any improvement works on the road, including the timing and provision of the necessary finance, rests with Kerry County Council. The council may, at its discretion, use the block grant for roads paid annually by my Department, to supplement expenditure from its own resources. Works financed in this way do not require the approval of my Department.
