asked the Minister for the Environment when a house improvement grant will be paid to a person (details supplied) in County Kilkenny.

The issue of grant approval will be considered on receipt of certain documentation requested from the applicant. The question of payment does not arise at this stage.

Notification of completion of the work has not yet been received.

A new house grant and mortgage subsidy will be payable if an inspection establishes that the house has been completed and occupied and that all the conditions applying to the grant scheme have been fulfilled. This inspection by appointment will be carried out within the next few weeks.

A decision as to whether the applicant is eligible for a £2,250 new house grant must await the receipt of additional documentation recently requested from the applicant.

asked the Minister for the Environment the reason for the delay in processing the house improvement grant of a person (details supplied) in County Louth; and when payment will be made.

There has been no delay in this case. Evidence of planning permission for the proposed works was requested from the applicant in July 1985 and was not received in the Department until 24 February 1987. Grants amounting to £1,600 have been approved under the 1981 house improvement grants scheme in respect of sewerage, bathroom, bedroom and necessary repairs. On receipt of notification of completion of works, an inspection will be arranged with view to payment of the grants as approved.

The approval of a grant under the 1985 scheme does not arise as the applicant's income tax number, which was requested on 13 February 1987 on receipt of a further grant application, was not received in the Department until 26 March, 1987 and the necessary prior inspection could not, accordingly, have been carried out by 27 March 1987.

An inspection with a view to payment of the grant will be carried out as soon as possible.

The application in this case is in respect of a £2,000 new house grant and mortgage subsidy and a decision in the matter must await the receipt of additional documentation recently requested from the applicant.

A grant cannot be allowed as an inspection of the house had not been carried out on or before 27 March 1987.

A grant cannot be allowed as, contrary to a condition of the scheme, a period of seven years had not elapsed since the payment of a previous construction grant in March 1983.
