Written Answers. - Payment of Fines.

asked the Minister for Justice if his attention has been drawn to the enormous difficulties being experienced in the payment of fines because of the administrative system which does not allow for the acceptance of part payment of fines or repayment in stages; if his attention has further been drawn to the fact that this is leading to the non-payment of many fines; if, in these circumstances he will arrange to introduce a system whereby fines over a certain limit could be paid by instalment; and if he will make a statement on the matter.

My Department has received no complaints in that regard and indeed, I am conscious that there are existing arrangements under which an offender may request a court for an extension of time in which to pay a penalty. However, I accept that the level of default in paying District Court fines is high and that remedial action is necessary.

My Department is at present examining an expert report, prepared internally, on the deficiencies in the present system containing recommendations to effect improvements. One of the recommendations embodies the proposal that a fine may be paid in instalments. I should mention that such a change would require legislation and would involve additional resources in District Court offices.
