asked the Minister for Energy if his attention has been drawn to the fact that no directive has been issued under Article 38 of the Euratom Treaty setting maximum doses and levels of exposure in respect of radioactive waste emanating from nuclear installations in member states of the European Communities; whether it is Government policy to seek such a directive with a view to curbing the level of radioactive emissions from the Sellafield nuclear plant in Britain; and if he will make a statement on the matter.

The Government is not satisfied that the EC Commission is fully exercising its powers and functions under Chapter III of Euratom, including article 38, for the protection of the health and safety of the public against the dangers arising from ionising radiation. The Government have already called at EC level for the establishment, under this chapter, of an inspection force to complement the functions of national authorities responsible for safety of nuclear installations. The Government are at present considering what additional measures they should seek to have implemented at EC level in this context.
