It is the responsibility of the Custom House Docks Development Authority to secure the redevelopment of the Custom House Docks site and, as part of this it is their function to assess the commercial viability of projects. I am satisfied that the Authority are discharging this function satisfactorily. In so far as the question raises the issue of viability, I would point out that the risk in the project lies with the developer consortium and they are committing in the order of £250 million as a measure of their confidence.
