asked the Minister for Social Welfare if he is in favour of the voluntary work scheme for the unemployed; if he is concerned that only a handful of unemployed people are involved in the scheme; if he will suggest the reason for this; and if he will make a statement on the matter.

asked the Minister for Social Welfare whether it is difficult for an unemployed person on subsistence income to contemplate doing voluntary work which would require any out of pocket expenses; if he is in favour of paying out of pocket expenses; if he will investigate a method of payment; and if he will make a statement on the matter.

The voluntary work scheme was introduced in response to representations that unemployed people were unwilling to engage in voluntary work because, if they did so, their availability for paid employment and in consequence their entitlement to unemployment benefit or assistance, might be called into question. By providing a facility whereby engaging in voluntary work could be approved in advance it was hoped to remove any disincentive there might be which would discourage unemployed people from undertaking voluntary work. I have always been supportive of this scheme and I would encourage both unemployed persons and voluntary organisations to use the scheme as much as possible. I cannot say why the scheme is not used to a greater extent but it may be that unemployed people, being aware of the existence of the scheme, in many cases engage in voluntary work without going through the formal procedures involved.

I appreciate that an unemployed person who undertakes voluntary work would not be in a position to bear the cost of out-of-pocket expenses arising in connection with such work. Reasonable out-of-pocket expenses paid by the sponsors of the voluntary work would not, however, affect a volunteer's entitlement to unemployment payments.

The future role of the voluntary work scheme and other schemes for the benefit of unemployed people are being examined in my Department and all possibilities which might provide further encouragement and opportunities for unemployed people will be explored in this context.

asked the Minister for Social Welfare if his attention has been drawn to the fact that the British Government fund a voluntary projects programme which grant aids voluntary organisations to make opportunities available to the unemployed; whether there is merit in developing such a scheme in Ireland; if he will investigate the cost and potential of such programme; and if he will make a statement on the matter.

asked the Minister for Social Welfare if his attention has been drawn to the fact that the European Parliament passed a resolution on voluntary work in December, 1983; his views on this resolution; and if he will make a statement on the matter.

The UK scheme referred to by the Deputy is operated by the Manpower Services Commission in Great Britain and provides financial inducements to the organisers of voluntary projects set up specifically to assist the unemployed by providing them with informal training or giving them a new range of skills. Unemployed people who participate in these schemes continue to receive their unemployment benefit entitlement.

The Resolution of the European Parliament on Voluntary Work on 16 December 1983 sets out a number of guiding principles in relation to voluntary work policy and called on the European Commission to undertake a number of initiatives designed to encourage the further development of voluntary work in accordance with those principles. The guiding principles set out in the resolution would undoubtedly find general acceptance.

People who are in receipt of unemployment benefit or assistance in this country can engage in voluntary work without affecting their entitlements and my Department encourages unemployed people to undertake such work as well as voluntary organisations to provide suitable opportunities for voluntary work.

In relation to the provision of funds to voluntary organisations, there is a scheme of grants to voluntary organisations administered by my Department under which a total of £750,000, is being made available this year for once-off projects in the social services area.

The Deputy will also be aware that projects under the social employment scheme, administered by the Department of Labour can be sponsored by voluntary organisations. That scheme is specifically for the benefit of unemployed people and the sponsoring organisations can receive additional allowances towards the cost of materials, supervision and expenses associated with the projects.

asked the Minister for Social Welfare the objectives of the miscellaneous grant scheme for voluntary organisations; the performance of that scheme to date based on the objective; if he has any plans to make changes in this programme; if there has been any external evaluation of this scheme to see if it is giving value for money; and if he will make a statement on the matter.

asked the Minister for Social Welfare his views on whether the miscellaneous grant scheme is capital intensive rather than labour intensive; his views on whether a labour intensive programme would provide more employment; if he will give priority to voluntary organisations which promise to allow grant-aided facilities for the additional purpose of promoting voluntary work schemes; and if he will make a statement on the matter.

The scheme of grants to voluntary bodies is designed to provide financial assistance to voluntary organisations working in the social services area. The grants are awarded after consultation with the health board and are mainly for projects of a once-off nature. They are not generally awarded for ongoing expenses or running costs. A sum of £750,000 has been made available for this scheme in 1987 and a similar sum is being provided in the 1988 Estimates for the continuance of the scheme next year.

No external evaluation of the scheme has been carried out but the level of applications received each year and the purposes for which many of the grants are sought illustrate the success of the scheme in helping to encourage and develop the work of community based organisations operating in the social services area.

The fact that the scheme is designed to provide assistance for once-off projects and that assistance cannot as a general rule be provided for ongoing expenses, including staffing costs, undoubtedly affects the potential of the scheme to create additional work opportunities. The operation of the scheme and the objectives for which it is intended are, however, kept under review.

In the 1986 and 1987 Estimates the Government allocated £750,000 for voluntary bodies in the social services area. Following consultation with the health boards and consideration of the projects for which help was sought, grants amounting to £750,000 in 1986 and £736,988 to date in 1987 were made as set out in the following tables:
