The Social Guarantee Advisory Board are concerned with youth programmes which are open to persons up to 25 years of age. However, the adult training allowances apply to all persons 18 years old and over. Accordingly, the Social Guarantee Advisory Board's recommendations on training allowances covered the adult rates.
