Yes, I have seen the report and I am sympathetic to the case made. My views are those contained in the final paragraph at page 16 of the report, namely; that the Government remain committed to the maintenance and expansion of official development aid as soon as economic circumstances permit. I confirm that the Government accept the United Nations target of 0.7 per cent of GNP for official development assistance and will reach the target as soon as economic circumstances permit.
