My Department, in conjunction with the Office of Public Works, have examined the question of the environmental impact of this proposal, in light of information available within these Departments, and also from the developers. I am satisfied, in view of this examination, that the proposed development will, overall, enhance the harbour and its environs; and that adequate provisions will be made in the lease to ensure that strict environmental conditions will be met.
