asked the Minister for Industry and Commerce if his attention has been drawn to the standard legal letter of offer between the IDA and an applicant for IDA financial assistance from the Irish Exchequer with respect to (1) the establishment of an undertaking (2) the requirement of the management of that undertaking to recognise the constitutional right of Irish workers regarding the trade union membership (3) the right of a union to have a negotiating licence under the Irish Trade Union Acts to carry on negotiations for the fixing of wages and other conditions of employment and (4) the problem which exists in the case of a company (details supplied) in Dublin 12 which refused to recognise this particular section of the IDS's legal letter of offer; the action he proposes to take to ensure that no additional sums of taxpayers' money are made available to this company and that every effort will be undertaken by the IDA on his behalf to ensure the return of those public moneys from the company; and if he will make a statement on the matter.

I am aware of the standard letter of offer which the Industrial Development Authority issue to firms who have been approved grant assistance.

The question of payment of further grant or the recovery of grants already paid to the company referred to in the Deputy's question is a matter for the day-to-day responsibility of the Industrial Development Authority in the implementation of industrial policy.
