asked the Minister for the Environment if his Department have plans to introduce reforms which would deal with the problem of commercial trucks being parked in residential areas; if he will give details of the problems which are delaying measures to deal with this situation; and when these will be overcome.

The Road Traffic Acts provide a comprehensive range of parking controls on vehicles generally, including the power to remove vehicles which are left on a public road in such a manner as to cause danger or inconvenience or obstruct traffic. Responsibility for the enforcement of these controls, including the removal of vehicles, rests with the Garda Síochána.

While the above controls apply to all categories of vehicles, it seems to me that controls relating specifically to the parking of heavy vehicles may be warranted. Since the problem relates in the main to the Dublin area, proposals are being developed by my Department in conjunction with Dublin Corporation and the Garda with a view to applying special controls there.

The corporation have been asked to identify suitable sites for alternative over-night accommodation for heavy vehicles where this may be required. The provision of such accommodation by the local authority or by private enterprise would be a necessary prelude to the introduction of the specific controls referred to above.
