asked the Minister for Social Welfare when an invalidity pension will be restored to a person (details supplied) in County Kerry; and if he will make a statement on the matter.

The person concerned has appealed against the decision to disallow invalidity pension and in this connection a medical referee examination has been arranged for 2 November 1988. His entitlement to invalidity pension will be further considered in the light of the report of this examination.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Louth.

The person concerned was in receipt of disability benefit from 18 May 1987 to 22 February 1988. Payment was disallowed from 23 February 1988 following an examination by a medical referee who expressed the opinion that she was capable of work. She subsequently submitted a final certificate stating that she was fit to resume work.

She made a further claim to disability benefit from 13 June 1988. Where a person on disability benefit on foot of a particular incapacity has been found capable of work, the person is not normally eligible for benefit on a claim made within a short duration for a similar incapacity. However it is the normal practice in these cases to refer the person to a medical referee. This was not done in this case due to an administrative oversight. Arrangements have now been made to have her examined by a medical referee on 10 November 1988. Her entitlement to payment of disability benefit from 13 June 1988 will be reviewed in the light of the referee's report. Any inconvenience to the person concerned is regretted.

asked the Minister for Social Welfare if a national fuel scheme allowance is payable to a person (details supplied) in County Kildare; and if he will make a statement on the matter.

The national fuel scheme applies to persons in receipt of long term social welfare or health board payments who are living alone or only with persons who come within certain categories.

The person concerned is in receipt of invalidity pension. An application form on which to claim a fuel allowance was issued to him on 25 October 1988. On receipt of the completed application form, the question of awarding a fuel allowance to the person concerned will be dealt with, without delay. If the application for fuel allowance is successful, the allowance will be paid from the start of the current heating season.
