asked the Minister for Education if her attention has been drawn to the situation in Tierlahood national school, County Cavan, whereby five different teachers in the past three years have been put in charge of particular classes which has affected the educational stability of the children; whether this is a satisfactory situation; if she will resolve this uncertainty by appointing a teacher (details supplied); and if she will make a statement on the matter.

I am aware that a number of staff changes has occurred in this school over the past few years. I am pleased to confirm, however, that the school may appoint a permanent teacher from the approptiate diocesan panel with effect from 1 September 1989.

I regret that I cannot authorise the appointment of the teacher in question to a permanent post in this school as his appointment was not made in accordance with the Rules for National Schools which require that all permanent posts be filled either from the diocesan panel or through the process of open competition.

The Minister accepts that this is a highly unsatisfactory situation that prevailed in that school. I am glad to hear that the authorisation for the appointment of a permanent teacher has gone through as and from 1 September. It is a pity it had not come through 12 months sooner, and I hope that on 1 September there will be a permanent teacher in place in that school.

I am glad to confirm that that is the situation.

I am glad my question had the necessary effect of bringing about a satisfactory reply.

I am sorry to tell the Deputy that the board of management have already been informed of that fact.
