asked the Minister for the Environment if he will give the reasoning behind the scheme introduced in 1985 under which persons do not need to have a driver accompanying them on their first provisional licence but do have to have such company on their second and subsequent licences.

The Road Traffic (Licensing of Drivers) (Amendment) (No. 2) Regulations provided that a driver of the then class G or F vehicles (mainly cars) should be accompanied by a driver with a full licence during the currency of a first, third or subsequent provisional licence. The reason for allowing him to drive unaccompanied during the currency of the second provisional licence is to give him some experience and confidence in driving alone before undertaking a driving test.
