asked the Minister for Finance if he will establish a requirement in the allocation of national lottery funds that no organisation which discriminates against individuals on the basis of religion, ethnic origin, colour, sex or sexual orientation will be eligible for an allocation.

I support the general proposition that lottery funding should not be allocated to organisations which pursue active discrimination in the delivery of services in the sense of the Deputy's question. This is not to say, however, that organisations which have a particular religious or cultural orientation should be ineligible for lottery support for programmes which meet the eligibility criteria laid down for the relevant grant scheme.

As the Deputy is aware, the eligibility criteria for individual grant schemes funded from the lottery are primarily a matter for the relevant Ministers. I will bring his concerns to the attention of Ministers responsible for the spending of lottery allocations.
