asked the Minister for Agriculture and Food if he will clarify the circumstances of eligibility for EC free food under this year's scheme; if he will give details of the implementation and operation of this scheme; whether it includes all social welfare recipients or only some categories of same; and if he will make a statement on the matter.

This year I succeeded in obtaining an increased allocation of intervention beef from the EC for free distribution to the most needy welfare categories. As a result it has been possible to extend the scheme substantially, and some 120,000 people have benefited under the 1989 arrangements compared with less than 50,000 in 1988.

The quantity of beef available is strictly limited, thus making it necessary to identify specific beneficiaries. In consultation with the Department of Social Welfare those on long-term unemployment assistance were identified as the welfare category in greatest need together with equivalent FÁS trainees and recipients of long-term supplementary welfare allowance. I am glad that all the long-term unemployed can be catered for this year, as last year only those on long term unemployment with fuel allowance were included.

The Society of St. Vincent de Paul agreed to operate the scheme, and some 600 tonnes of beef have, by now, been distributed by the society to the eligible social welfare categories. Vouchers, redeemable at the local St. Vincent de Paul depot, were issued automatically through the employment exchanges and community welfare officers.

In addition to the above, hostels and day-centres who provide meals for homeless people are being supplied with free intervention beef and butter on a year round basis.

The increase in the numbers eligible for this year's free beef scheme indicates the Government's clear commitment to expand it to the maximum possible extent and for 1990 I will, of course, be seeking to ensure an even wider application.
