asked the Minister for Agriculture and Food the reason for the refusal of a rector grant in respect of eight TB reactors removed from the farm of a person (details supplied) in County Cavan on 2 February, 1989; and if he will make a statement on the matter.

The person in question has received his full entitlements under the TB eradication scheme in respect of the eight reactors disclosed.

asked the Minister for Agriculture and Food the reason for the delay in payment of a sheep subsidy to a person (details supplied) in County Kilkenny where approval was granted some time ago.

There was no delay in paying the 1988 ewe premium grant to the person named. Payment was made on 14 July 1989.

asked the Minister for Agriculture and Food when installation aid in respect of a person (details supplied) in County Cavan will be paid.

This applicant was deemed ineligible under the conditions of the scheme. However, I am currently having his case reviewed and I expect this will be completed shortly.

It is hoped to have this application determined shortly.

asked the Minister for Agriculture and Food when an approval form for a grant for an easy feed cowshed and slurry facilities will be issued to a person (details supplied) in County Limerick.

The application is being processed and approval will issue as soon as possible. The number of applications under the scheme is very large and every effort is being made to issue the necessary approvals at the earliest possible moment.

asked the Minister for Agriculture and Food when an installation grant will be paid to a person (details supplied) in County Limerick.

Under the European Community regulations governing this scheme this applicant has been deemed ineligible for installation aid.

asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive payment of a reactor grant in respect of reactors which were sent to the factory on 20 September.

asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will be paid a reactor grant in respect of three reactors which were sent to the factory in July, 1989.

asked the Minister for Agriculture and Food when payment of a reactor grant will be made to a person (details supplied) in County Tipperary.

I propose to take Questions Nos. 106, 107 and 115 together.

Delays in payment of grants have occurred recently through a combination of factors such as staff shortages and the disruption of work occasioned by the recent transfer of the Department's Accounts Branch to Cavan. In addition, the funds available for reactor grants payments are nearly exhausted and I am bringing a Supplementary Estimate before the House at an early date to enable grant payments to continue until the end of the year.

Payments of the grants to the persons named in the questions will be made as soon as possible after the additional funds become available.

108.

(Limerick East) asked the Minister for Agriculture and Food when a headage payment will be made to a person (details supplied) in County Clare; and if he will be eligible for payment without inspection.

The herd of the person named has been inspected already under the current round of headage inspections.

He will be paid his 1989 cattle and equines headage, calf premium, suckler cow premium and special beef premium schemes grants shortly.

asked the Minister for Agriculture and Food the reason for the delay in the payment of a sheep headage grant to a person (details supplied) in County Kerry; and if arrangements are being made for payment.

Payment of the 1988 ewe premium and 1989 sheep headage grants to the person named was delayed because he applied for these grants quoting a herd number that was no longer in use. A new flock number will be allocated to him shortly and payment of outstanding grants will be made as soon as possible after that.
