asked the Minister for the Marine if he will make a statement on the Government's policy with regard to the transportation of toxic or hazardous waste by sea; and whether it is within marine regulations for passenger ships to carry toxic waste on regular sailings.

Toxic or hazardous substances may not be carried aboard Irish registered ships or other ships while loading or discharging cargo or embarking or disembarking passengers or bunkering or discharging fuel within the State or its territorial waters unless they are labelled, packaged and stowed in accordance with the international maritime dangerous goods code produced by the International Maritime Organisation or, alternatively, the "Blue Book" produced by the United Kingdom Department of Transport. The provisions of both the code and of the "Blue Book" are enshrined in domestic legislation in the Merchant Shipping (Dangerous Goods) Rules, 1983.

Passenger ships may carry toxic waste on voyages if the relevant labelling, packaging and stowage requirements are complied with.
