asked the Minister for the Marine when it is intended to name the members and announce the terms of reference of the interim Dún Laoghaire Harbour Board, County Dublin, which his Minister of State promised in Dáil Éireann on 10 November 1989 would be named within a few days; if he will give an assurance that no development will be permitted in Dún Laoghaire harbour until the board have drawn up a management plan for the harbour; and if he will make a statement on the matter.

asked the Minister for the Marine if it is his intention to set up a harbour authority in respect of Dún Laoghaire harbour, County Dublin; the projected time scale for this action; and if he will make a statement on the proposed structure and membership of the authority.

I propose to take Questions Nos. 30 and 36 together.

I have already announced the establishment of an interim board to assist me with all aspects of harbour management and development at Dún Laoghaire. I am now in the process of inviting candidates to serve on the interim board. As soon as this process is completed I will announce the names of the members and the terms of reference.

In considering the permanent arrangements best suited to Dún Laoghaire, I will have regard for the views of the interim board whose association with the activities of the harbour over a period of time will enable them to form a view on the best solution. I will also have regard to the recommendation of the planning review group and to the views expressed by Deputies and Senators on this issue during the passage of the Dún Laoghaire Harbour Bill, 1989, through both Houses of the Oireachtas.
